Read the situation, as you said. That includes trying to read police officers and others you cross paths with. Being able to read people and determining their communication skills will help defuse a potentially bad situation anywhere. Especially with recording gear, I find I get more funny looks than someone with a camera.
I really like your idea of leaving a paper trail. Makes sense.
